Do we count wireless users in 'annual # of users of public internet terminals'?

At this point, no, not for the state report.  I would ponder the essence of what is counted and what it would be used for.  Depending on projected usage, the methodology of counting "Annual number of users of public internet terminals" could change.  For now, its a 'warm body in seat' count that shows the incredible use computers in libraries get.  You could easily show a potential funder how needed new computers would be, and argue for the library's role in tourism, after school research, equal access to e-government information, etc.

You might wish to count wireless use internally to justify the cost of the service.
